I'm not able to reproduce this.
KFile shows Cyrillic text correctly from both Okular and KSnapshot.

My guess is this was caused by those application not being fully ported at the
time.

Please reopen if you can reproduce this on the latest version of frameworks 5.
Don't forget to include:
- locale
- sample text
- the program that you see it in
