I can confirm that this is a problem for german special characters as well. If
e.g. from an archive files are extracted, the special characters are replaced
by a "question mark". The files are shown in dolphin, but it is not possible to
work with them in anyway.
I actually does not think that it is related to the file system (ext4) as it is
possible to work with the files in a terminal or with "nautilus".At the moment,
I am using "nautilus" to rename the files in order to use them with KDE
applications. If I am trying to rename them in dolphin, nothing happens (even
not an error message).
This issue also breaks the Trash, if a folder is deleted that contains such a
file. It is transfered then to the trash, but could not be emptied anymore. The
problem exists for a while now, but I wondered, why it is not fixed. Maybe most
developers are only using english? However, I do not think that this issue is
only related to hebrew and german umlauts, but to all special characters.
