Ok, I see what you mean now.  Perhaps a solution could be to have all 
available toolbars as entries in the left column.  This way, the Main 
Toolbar <kdevelop> could look like (e.g. in my case)

New File | mainToolBar <kdevprojectmanagerview> | Execute Launch ...

instead of

New File | | Execute Launch ...

It's not really clear to me now when en how these toolbars are merged... 
between two consecutive separators?
