KDE-4 is the same as KDE-3, but that doesn't mean that it can't be improved.

Yes, "Enter a Description" does little good.

"Description" doesn't seem like a very good label for the window either since
what is entered would be better described as "Name" or "Label".

It would be a good thing if the "Location" window contained the currently
selected directory as this is the most likely path for the user to want to
enter.  If that were the case, then the "Description" window should contain the
base name of that path.
