I assume you want to port a KDE1 application to KDE2 (since that is that what 
this list is about). The best thing to do is to start with reading the file 
doc/html/porting.html that comes with Qt 2.2.x. After that you might want to 
have a look at the file KDE2PORTING.html that comes with kdelibs.
