Yes, actually it's a very good GPLed publication system. Drawbacks :

- HTML rendering only
- French only. I'ts not I18n'ed

Anyway, at linuxfrench.net site we'll probably drop PHP-Nuke and migrate to 
this SPIP system.

It's a french joke. "usine" wich is pronounced "uzine" means "factory" :-)
