I didn't get around to taking any more action on this yet, but a few weeks
ago I wrote to k-c-d a while ago about refining the focus of techbase
from 'development' to 'contribution'. It's already used for far more than
just development.

I think an audit of techbase pages and structure is needed too really to see
if it needs a different structure now that it has been used and evolved for
a while.
