Linux Center of University of Latvia has set up a KDE ftp mirror.
Requested info:

      * Your country (e.g., Italy) - Latvia
      * Your name and email - Raimonds Strauss,
        raimonds.strauss@linux.edu.lv
      * Your available bandwidth - 100 Mbps
      * Your update frequency - 3x/day
      * Your update method (rsync, fmirror, etc) - rsync
      * Whether or not you want to be a primary mirror - not now
