Well, this isn't really the right place to ask the question
(webmaster@konqueror.org is for use regarding the Konqueror website,
itself, kfm-devel@kde.org is the developer mailing list, see
http://konqueror.org/developers/ for more information)... but, the
settings for Konqueror's handling of popups may be accessed through:

Settings - Configure Konqueror... - Java & JavaScript
on the Javascript tab, under Global JavaScript Policies, as Open New
Windows.

(the above instructions are for Konqueror 3.3), other versions may or
may not be different.
