I do not know if there is a master document. But I suppose that even if there 
is one, you would have to commit the changed XHTML file yourself.

And as far as I know the developer.kde.org module has the same restrictions 
than the www module, so you need to apply for write access on 
the .developer.kde.org module: mailto:sysadmin@office.kde.org

PS.: I am just reading your last message in the thread. As far as I have 
understood, developers.kde.org has not any dedicated Webmaster anymore.
