no, when you would remove the one on quality.kde.org.

No. Afaik years ago Richard Moore was the developer.kde.org maintainer, but 
since then nobody does a regular maintainership. 

That is however IMHO not a reason for letting developer.kde.org die just 
because some other site was set up.
