You are referring to kde.de? kde.de is not a 1:1 translation of kde.org. Many
documentsin the KDE project are only available in english currently, but the
translation teams are working to improve this all the time

Sorry, you lost me there. Can you please specify the pages you are refering
to?

AFAIK, only the documentation is written in DocBook. The webpages are just
XHTML with some PHP. The situation may differ for kde.de.

If you refer to the Documentation (Userguide, manuals etc.), please have a
look at http://i18n.kde.org/
