maybe freshmet.net is willing to create a department.

they have a history of doing this, they have a themes.freshmeat.net department 
(which runs more zippy, but i have to admit kde-look.org is more fun)

i think a kde.freshmet.net or qt.f.net or with a link to apps.kde.org would 
become a succes with a little promotion. It should contain most the a (kde/qt 
and kde/qt related -- and maybe also the kde/qt themes) just like 
apps.kde.com. I think a lot of the apps are allready in the database.

freasmeat is a part of OSDN, big chances freshmeat is making money on ads
