As you have not any KDE CVS account yet (or at least I could not find it), I 
suppose that the answer will be negative.

For cases like this, kdemail.net was created. See http://www.kdemail.net for 
information and instructions. (If you have already emailed to the sysadmins, 
I suppose that you should wait on the answer before applying to kdemail.net.)

I am sorry but in the past, people misused their KDE email address to tell 
nonsence about KDE and of course people thought that it was the official KDE 
position, as they had a @kde.org address. Unfortunately, it has not only 
happened once. That is why there is now the restrictive policy about KDE 
email addresses.
