sorry I don't have the time, to read your whole mail (I am leaving to CeBIT 
soon and will do the reading on monday), so just a short answer to this:

This is already implemented in KDE 2.1
So above the usual menu there are the apps that are either the most often 
used ones or the last used ones. That is configurable ;-)
If you don't want to have the long menu under it, you can move it into one 
single submenu with the menu editor.
