Not quite, unfortunately. The reason appears to be that libs/runtime is
added as a _build_ dependency, and - worse - virtual/base is also only a
_build_ dependency of everything.

That _could_ be changed, without harm, I believe, because everything
else defined in virtual/base is - again - build dependencies. But that
would mean changing a whole lot of recipes.

The alternative way to do it is still adding libs/runtime during
packaging, only.
