you can use emerge to compile kdebase-workspace
http://techbase.kde.org/Getting_Started/Build/KDE4/Windows/emerge
then you should edit this CMakeLists.txt to enable the shell directory
on windows too http://websvn.kde.org/trunk/KDE/kdebase/workspace/plasma/netbook/CMakeLists.txt?view=markup
