I'm running eD2.4 / KDE 2.1.1 with 4 different backgrounds here without any 
problems, 2 with different wallpapers and 2 with different plain colours.

The settings seem to be kept in ~/.kde2/share/config/kdesktoprc -  which 
should be writable by the user.
