I think, it was down for some days, but now it's up again. Once again
the directory structure has changed. In your /etc/apt/sources.list you
should have the following line:

deb ftp://kde.tdyc.com/pub/kde/ potato main crypto optional

For mirrors have a look at http://kde.tdyc.com/.
