I don't have libXdpms either, so I guess this should be found by configure. 
Perhaps a make distclean will help (you just need to delete some files but I 
cannot remember which ones - config.cache, config.status, the Makefile in 
kcontrol/energy ...). Perhaps just re-running configure will be enough.
If nothing helps you can just remove "energy" from the SUBDIRS line in 
kdebase/kcontrol/Makefile then it should work - this module is not necessary
