I had posted my question first to SLE and a couple of days later
cross-posted to kde-user - I hope you don't mind the cross-posted
answer.

I am embarrassed to have missed the Qt version.  I had Qt 1.33-11, and
had omitted to update from my 6.3 CD to version 1.44-52.  Obviously
the old SuSE binaries would have been libc 5 and therefore completely
incompatible with the updated KDE.  After I had updated the package
using YaST (in group xdevel) kshisen, kwm, kfm and all the rest work
beautifully -- thank you.
