the kmail i've been using has been able to handle html for some time,
which isn't to say that i encourage it, because people who have
something to say can say it whether it's blinking and changing color
or not; and people with nothing to say cannot transform it into
something to say by making it blink and change color.

no idea, and it won't be in the next release, which should appear
within the month. it will be a kde 2.0 suite, and kde 2.0, as has
been noted, is still some months from release.
