1) do you user kdm ?
if yes, (and why shouldn't you), then kdm lets you choose
which users are allowed to shutdown/restart the system.
see the KDE Control Center botton ->Applications->Login manager.

2) if you don't use kdm and your machine starts in runlevel 3
(console) than I think you can use the Red Hat linuxconf tool
that also allows you to specify and enable users which are allowed
to shutdown / restart using the halt / restart / etc. scripts.

why reinvent the wheel ? someone has done it (cleanly) 
before us.
