In X-WinPro there are 3 settings for server Window Mode:
  Multiple,
  Single,
  Full Screen

If you are in Multiple mode, windows is your window manager and you
can't bring up another window manager.  Try setting it to Full Screen;
this should allow it to work.  (Set it in XSettings).
