Subject:    Problems Compiling KDEXICQ!

I am trying to compile the kde version of xicq and this is what the
./configure script says:

checking for QT... configure: error: QT-1.4 (headers and libraries) not
found. Please check your installation!

I am running an everything install of RedHat 5.2 with the KDE
installation.  I have done an rpm -q qt just to see if it is installed...
and it says qt-1.42-3rh51!  Any suggestions?  I want to get an ICQ client
up.  I am running in the KDE 1.1 WM right now by the way....
