Hans, I didn't mean to cut off your proposition, but we must address
all potential issues. Trolling can make our proposal fail, because of
devs never seeing the bug list we want them to fix.

The real fix is a way to cut off trolling from bko, not the
submission-to-bko procedure by itself, and a Brainstorm-like mechanism
for filtering bugs before their proposal, restricted accces to bko and
active mods can be, in fact, a much better bug submission system, but
that goes far beyond the Papercut project.

That's why I suggested a humble blog post and a temporal campaign.
Say, fix 100 papercuts in x time. If we want to make Papercuts a
permanent effort, we need to fix the trolling issue first, and for
that, we need a complete overhaul of bko.
