This sounds to me like a bug, you should report it to the plasma
developers at either plasma-devel@kde.org or bugs.kde.org.

I wouldn't know. I suggest to ask in one of the user support channels,
like on IRC: #kde, or on http://forum.kde.org/

This mailinglist has the purpose of discussing usability issues in KDE
software and developing our HIG and is therefore a developer list, not
an user list. You are of course welcome to contribute ;-)
