Yes, indeed.  But it's not confined to that one issue.  From both my personal 
experience and from long experience of user support I have been asking for a 
long time for settings that affect all folders to be in the Folder menu, and 
settings that affect a single folder to be in that folder's context menu.

At the moment there are just too many places to look for settings, which is 
why I'm asking for a review.  Every time a user asks about a configuration 
issue it takes me valuable time to check out the answer.
