I'm with Aurélien here: This should be postponed to KDE4.4 and not done 
shortly before 4.3 will get released.

I'm maintaining Dolphin, which uses F11 to toggle the Information Panel since 
KDE 4.0. I'm open to change the shortcut, but I also think:
- Developers of applications that use this shortcut should be informed.
- The patch should be posted to kde-core-devel for an official OK.
