The more descriptive tag, the more important. So it makes sense, imho. 
Btw. I think it is a tag cloud as on websites :-D I just listed them 
for easier reading, that's all :-)

For example, if you had something like this in mind:
http://en.wikipedia.org/wiki/File:Web_2.0_Map.svg

I think it is bad example, because it is hard to track tags.

This is better:
http://en.wikipedia.org/wiki/File:World_Population.png

There is alphabetical order there.

That is why I suggested a list, from most important tags to least. But 
user could sort it as she/he likes. However as in the first example, 
putting things at random (or as user clicks) I think it is no-go.
