It should be possible to just show shortcut text in the rows, and only 
buttons for the row under the mouse. Something like this (in this case 
mouse is over the Save row):

  Open      Ctrl+O
  Save     [Ctrl+S] [None] [None]
  Cut       Ctrl+X
  ...
