It could be, but rather with ctrl+shift+q since shift is used 
for "all" and this meaning is really -- close _all_ windows which 
belong to app A.

I am strongly against this -- launching app is time consuming task, if 
you hit ctrl+w too many times, or by accident you have to rerun it 
again. If you meant closing the window, please press ctrl+q, not w.

Otherwise there is obvious wish: what shortcut would you assign for 
closing tab only?

Ctrl+w means "close the tab" and any app should stick to it. The 
problem is rather some apps do not allow to close the last tab 
(compare Konq. and Opera). And this is wrong -- user should be able 
to close literally any tab (even the last one).
