Yep, you've found 2 bugs. Go ahead and file them in bugs.kde.org.

There's a workaround for both. After setting the binding, go to
Systemsettings -> Window Behavior -> Window Behavior. Uncheck "show
window list while switching windows". Click Apply, then check the box
back. Apply again.

btw, the user support list isn't kde-usability@kde.org, it's
kde@kde.org. This one's for discussing improvements in the usability
area.
