It is, because package selection step is anything but simple. A conscious
user may spend several minutes pondering which packages to include and
making selections, and all that work would be lost if they want to stop the
process and resume it later.

It's true that a different button is not required, a dialog box asking if
the work is to be saved would suffice. But then, users wouldn't know that
their selection can be saved just _after_ pressing the cancel button.
