Sorry, but with the "Close Other Tabs" bug, it wasn't actually user
complaints that got it moved to the sub-menu where it became unusable.

It was a usability expert deciding that it should go there.   No user
survey was done, just blind adherence to a regimen of consistency over
all other concerns.  It was bogus claim to authority that has kept it
there and continues to keep it unusable.
