Is this that difficult? I don't know internals, but it doesn't seem to be, 
looks like registering one pointer to the action.

I'm one that found multiple shortcuts useful and use it a lot. Examples: 
sometimes I use another keyboard without multimedia keys, so I need to use 
Win+{X,C,B} with Amarok and others.
