IMHO the login screen is not where you do this. Even for people coming from 
Windows, the Control Panel would be where they look, as others said.

Besides, creating users is not something that one needs to do every two hours. 
Why do you want to make it more "accessible" (but only clutter the KDM login 
manager unnecessarily) by adding that "feature" ("bug") to KDM?

Just my two paise...
