Why artificially disciminate between exactly two modes.
Make the whole GUI dynamic, i.e. changeable at runtime, and provide
"pre-factored" selections of settings.
If the user is not satified with a such a selection, it can be adapted to
their needs.

Seems to work at an application level (dynamic toolbars / menus, konqueror
view profiles), why not at "form level"?
