Can I file a bugreport to them, or will they just come back to you (as
the kwin hacker) saying that the information needed to only show
toplevel frames/dialogs is not available for those apps?

you mean the frame/dialog relations and how they should affect each other?
The next time we meet real-life I'd love to get into that.
