you rely LESS on labels as you master a usable interface, but even if you=20
master the interface it's rare that you can't remove the labels altogether=
=20
and be as usable.

in kopete there is a toolbar entry for "Show/Hide Offline Users" and it's a=
=20
toggle button. it can be made to work without text because it's one of few=
=20
items in a static location in the interface.

the menus are not toolbars. they contain many seldom used items of varying=
=20
complexity and are contained in usually-hidden frames.

these semantics matter. while many people will end up using toolbars by sig=
ht=20
and feel alone, few will end up using menus the same way.
