First I thought that would be an acceptable option, but after thinking
about it I'm no longer that sure:

- When the toolbar is where the menubar *would* be, the popup appears
every time the user wants to click a toolbar button.
- When both, menubar and toolbars are removed and you want to click on a
link which is located on top of the page (where the menubar *would* be),
the popup appears. 
- If the popup is implemented in Konqueror, it must also be applied to
other apps offering the 'Hide Menubar' option (e.g. Kopete and
Konversation). In those apps, there is even less space between the
user's interaction area and the location where the menubar *would* be.
Therefore, the likeliness for the dialog to pop up is even higher, which
is even more bothersome.
- When you are in 'Focus follows mouse' mode, the popup appears every
time the user moves over the upper boarder of the window.
- A time limit (e.g. popup appears when pointer is in dedicated area for
more than 1 sec) will not be an acceptable solution (when the user
browses the toolbar the time limit is also met)
- I'm not sure about the 'Do not show this dialog' option in this
context. Users are tempted to click this option too soon....


However:

If you leave the 'Hide Menubar' option, make sure the user will find a
way to return the menubar easily by adding 'Show menubar' to the toolbar
context menu, the tabs context menu, and - if possible - to the title
bar context menu. Maybe add a tooltip to the title bar saying 'Hit
Ctrl-M to return the menubar'.

Also, leave the 'Hide Menubar' option under 'Settings'. The 'View' menu
contains items which manipulate the representation of the contents,
while the 'Settings' menu affects the window settings etc. That's why
the 'Toolbars' menu is also located there.

If you implement the pop up window, provide an option to close the
dialog without making the menubar reappear, and the 'Do not show this
dialog again' option.

All in all, I still think this option is 'dangerous'... It would be OK
if the menubar was not removed completely, but if it was faded out and a
small floating docker was left. Anyone out there who would like to
implement it?? 8-)
