IMHO, a discoverable solution is:

Add a "control area" to the panel, for example a small clickable border 
on one side of the panel. If the user clicks the control area, a menu 
pops up with some options, like "allow dragging of panel buttons", "set 
panel size", "Configure panel", etc.

The advantage is that the user cannot avoid noticing the control area, 
so it is discoverable.

After all, if windows have a control area (the title-bar), why shouldn't 
the panel have one too?
