Not only tooltips, but statusbar help as well.
In my (java based) application framework each Action object has a tooltip and 
a whatsthis text.  The whatsthis text can be the longest.
When I mouse over the menu-entries this long text appears in the statusbar. 
Since it changes every time I move from one menuitem to the next, it is my 
experience that enough people notice it when they are searching, but its 
totally non-annoying when directly going for an entry.
Note that the statusbar text has a 'temporary' flag set so the last showing 
statusbar text re-appears when I leave the menus.

Maybe something KDE should strive to implement as well..
