I just found there is a guideline.

According to it, clearly the "Locations" menu should be renamed "File" if 
konqueror is going to be consistent with the kde hig.

I am not crazy about the "File", but I like the consistency it brings to all 
apps, including accelerator keys, and you allways know what will find inside 
the "file" menu.

Also, the options in "Window" clearly belong inside "View" according to the 
same guideline.
