Shouldn't KDE programs be usable with the keyboard only ?

When trying to use KCalc with the keyboard, I found
-The tab order is random. No way to guess how many tabs you must hit before 
getting on the button you want
-When the button you wish is surrounded, hitting Enter has no effect.

Does it deserve a bug report ?
