I read thread Scott pointed to and don't unerstand any shit. Sorry. 

There should be no argue - it IS confusing to user to have different 
types of setting entries in menu. Even more - in same (Settings) 
submenu.

Rules should be very simple IMHO:

1) As I wrote already in report - there is no problem using 
"show/hide" menu entries for settings, but they shouldn't be used 
when user will not get any visual feedback. "Show/hide xxx toolbar" 
is OK, "Show/hide splashscreen" isn't.

2) And even then different types of setting menuentries shouldn't be 
mixed in sam submenu.

PS. It's not only my opinion. Bugreport is based on user report which 
started with string "WTF!?!".
