If the problem is to show the controls that are "What's 
this"-enabled, how about using a system ala MacOS X 
Spotlight.... when you activate the Whats This action, a 
special effect highlights proper controls ...  it could be 
something like making all controls B&W except for those 
that support it, change its gamma,contrast, brightness, 
whatever ... that kind of effect won't add any clutter.
