if this a system administration tool, i'd agree with you, since then it would 
be used by power users. seeing as it isn't, and seeing how managing multiple 
windows isn't something a lot of people are good at, i have to disagree.

the MacOS X panels are single-window for a reason =)

and for power users who like individual windows, there is the Control Panel 
kicker menu.
