Funnily enough that's the layout I use. Although I don't have the appicon as
all that's stuff is available on title-rightclick.
Your layout would be a good default IMO, but I imagine it would be hard to
push through. It may, as is often the case, be something that comes down to
the individual or the distribution. The most I can offer you is
encouragement, and as advice I'd say email the KWin maintainer, Lubos Lunak.
