You should ask also people using panel at the bottom.  Many of them are _also_ 
using "tiny" panel whenever screen resolution is enough. 

By the way, Windows XP uses (with the same monitor and video card) right out 
of the box their panel exactly of the size of "tiny" KDE panel and looks much 
better from the beginning on good monitors.  Certainly later one can adjust 
KDE desktop much better, BUT the first impression...  It's easy also to put 
the panel on top position when using XP.  I usually do, I like it there, 
whatever operating system be used. 

Default KDE large panel is good (maybe) only for awfully bad (or old) monitors 
with terribly bad resolution and blurry lines. It gives bad impression when 
it comes up on a good screen after installation for the first time and people 
do not know yet how they can configure it differently.  Certainly it's only 
my subjective impression.

Yep, right. Doesn't matter, on the top or bottom, it's ugly.  But if there are 
such conservative principles in KDE development to adjust nice graphic 
desktop by default always to the worst possible 5-years old monitor ;-)  then 
let it be... Linux gives us the freedom to change this as everybody likes. 

It's only pity that first impression could be better... "There is never a 
second chance to make first impression".
